NCEMPA and NCMPA1 Issue RFP for Swine Waste

North Carolina EasternMunicipal Power Agency (NCEMPA) and North Carolina Municipal Power AgencyNumber 1 (NCMPA1) have jointly issued a request for proposals (RFP) for NorthCarolina Swine Renewable Energy Certificates (Swine RECs) to meet theirobligation under the North Carolina Renewable Energy and Energy EfficiencyPortfolio Standard (REPS).  The RFP isseeking Swine RECs produced by renewable facilities within the state of NorthCarolina.  The Swine RECs must meet therequirements of North Carolina Session Law 2007-397 (Senate Bill 3).  The RFP is seeking multi-year proposals for SwineRECs with production starting as early as 2013.

North Carolina Eastern Municipal Power Agency (NCEMPA) isthe full requirements supplier to 32 municipal utility members that are locatedwithin the Progress Energy Carolinas (PEC) service area. North CarolinaMunicipal Power Agency Number 1 (NCMPA1) is the full requirements supplier to19 municipal utility members that are located within the Duke Energy Carolinas(DEC) service area. 

The Notice of Intent to Respond is due by July 30, 2012, andthe Due Date for Proposals is August 15, 2012.
