This is entry level professional law enforcement work involving patrolling an assigned area and working to prevent crime, conduct investigations, apprehend suspects and control traffic.
REQUIREMENTS: Must be a United States citizen, at least 20 years of age; of good moral character as determined by a background investigation; not have been convicted of a felony or a crime punishable by more than two year imprisonment or an offense involving moral turpitude; have high school diploma or GED; have a valid driver’s license; have corrected vision of 20/20; must reside within a fifty (50) mile radius of City Hall; ability to deal with the public tactfully and firmly; ability to pass the pre-employment POPAT (Police Officer Physical Abilities Test); a polygraph examination given by a licensed polygraph examiner, a psychological test, drug screen and medical examination.

This is difficult technical and skilled work planning, managing and coordinating work crews and equipment engaged in the construction, repair and maintenance of the City’s streets and storm drainage system.  Work involves coordinating the daily activities of work crews; monitoring equipment maintenance needs and preventative maintenance practices; reviewing and inspecting projects for compliance with specifications and City standards; investigating and responding promptly to requests for maintenance from citizens and other sources; maintaining accurate records.
REQUIREMENTS:  Education or experience equivalent to BS degree in Civil Engineering, Construction Management or a related field; thorough knowledge in roadway and storm drain construction, maintenance and repair; experience with roadway construction and/or general civil construction and heavy equipment operation preferred; excellent customer service skills; possession of a valid CDL-B license or the ability to obtain within three months of hire; must be available on weekends, nights and holidays as needed.
HOURS:  40 hours per week; 7:30 a.m. – 4:00 p.m., Monday – Friday.

This is responsible work in planning and supervising a variety of specialized recreation programs or activities.  Work involves planning, organizing, implementing and evaluating specialized recreation programs and activities at two community centers; supervising three fulltime and up to sixty part-time staff; maintaining a safe environment for the operation of all programs and activities; promoting department activities through speaking engagements, correspondence and media coverage to develop community support and participation; preparing and submitting annual budget for division; conducting surveys and evaluating all programs; maintaining records, time sheets and reports.
REQUIREMENTS:  Graduation from a four year college with a bachelor’s degree in Parks and Recreation Administration or a related field and at least three years of fulltime work experience in the Parks and Recreation profession; good knowledge of the philosophy, objectives of community recreation and recreation program planning in a community center setting; excellent planning and organizational skills; excellent public relations skills; certification through the National Recreation and Parks Administration; prior experience as a supervisor; effective oral and communication skills; possession of a valid driver’s license.
HOURS:  37.5 hours per week; 9:00 a.m. – 5:30 p.m., Monday, Wednesday and Friday; 12:00 p.m. – 8:30 p.m. Tuesday and Thursday.  Weekend work will be required occasionally, specifically during the summer months.

STORMWATER ENGINEER (Engineering/Civil) DOQ

Professional work in planning, designing and reviewing the components of the City’s stormwater system and regulatory oversight of development projects for compliance with City regulations and standards relating to stormwater management, roadway construction and erosion control.  Work involves directing, leading and managing employees within the Civil Administration Division; evaluating development plans for compliance with City and State stormwater and erosion control requirements;  supervising the Construction Inspectors; preparing hydraulic analysis and other engineering studies to evaluate alternatives and making recommendations for future stormwater capital improvement needs; analyzing construction cost estimates, proposals, quotations and bids for City projects; designing work such as preparation and oversight of engineering drawings, data research, computations and cost estimates; preparing specifications and technical reports and schedules for City projects.

FINANCE DIRECTOR

This position performs managerial and professional duties in planning, organizing and directing a variety of fiscal and administrative functions including disbursement and accounting of municipal  revenues and expenditures; monitoring and administering the budget; accounting, collections, purchasing, fixed assets, preparation of monthly, quarterly, and annual financial reports and related fiscal operations; supervises staff assigned to these functions; develops and implements departmental goals; assists the City Manager in directing the formulation of Town financial policies; manages receipt and investment of Town revenues; administers debt service program; responsible for the Town’s property and liability insurance programs; assists the auditors during the annual audit of Town financial records; submits to the City Manager and Town Council periodic statements of the financial condition of the Town; supervises the general accounting system for the Town; maintains financial records for each department; maintains separate accounts for items of appropriation in the budget; monitors expenditures and obligations on accounts.  This position requires thorough knowledge of the North Carolina General Statutes and of local ordinances, governmental  financial practices and procedures; thorough knowledge of the principles and practices of public finance administration, including principles and practices of municipal accounting; thorough knowledge of fiscal activities such as purchasing, fixed assets, liability and budget analysis and preparation; ability to design and prepare analytical or interpretative financial statements; and ability to conduct long range planning.  Must have a four year degree in accounting or business and considerable experience in public finance administration including some supervisory experience.  Preference will be given to candidates with a CPA, certificate as a Finance Officer  or Masters Degree in Business or Public Administration.   Pre-employment drug screen, criminal history check and physical required.  A valid North Carolina Driver’s License, pre-employment drug screen, physical, criminal history screening, credit check and ability to be bonded are also required.  Excellent working conditions.  Town benefits are equal to 40% of pay for a total compensation package.  A 5% increase is possible after the successful completion of a Town-required six month probationary period.  Possibility for annual Cost-of-Living-Adjustment and merit increases.
