Congratulations for achieving RP3 certification! I’m sure
you and your staff are delighted to be in such a select group of
certified Reliable Public Power Providers in the United States.
ElectriCities has created a communications campaign to help you
announce this achievement in your community. Included in the attached
packet is a sample press release and two designs for ads, bill inserts
and posters. You can choose either of the designs for use in your
community. Strategic communications staff is able to prepare posters,
8.5 x 11 flyers and bill inserts for local use. ElectriCities can
provide up to five posters and 100 flyers at no cost. Printing of
the bill insert and placement of the ad in local publications will
be the responsibility of the city.

Public Power Promotional Program (P4) Introduction (December 2007)
The P4 program was created to assist member cities and towns reach their local communications goals. P4 provides a designated amount of money for public power communities to promote local communities and their electric utilities. Please see the enclosed fact sheet for reimbursement amounts. After careful review of the existing programs offered by ElectriCities and our statewide communications strategy, P4 was created to maximize the impact of NC Public Power’s statewide and local promotional material.

Throughout the southeast United States, this August has had more
record-breaking temperatures than any in recent memory. The summer
of 2007 will be recorded as one of the hottest months in history,
with demand for electricity at all-time highs. As your customers
receive bills for their record usage in the next month, we remind
you of several bill inserts available to educate your customers
on the connection between hot weather, increased energy usage and
a higher than usual electric bill. The insert also offers energy
conservation tips.
Two bill inserts are available, “How to Reduce your Electric
Bill” and “We’re Prepared” (for hot weather.)
“How to Reduce your Electric Bill” provides detailed
tips on year-round activities to weatherproof homes. “We’re
Prepared” (for hot weather) offers specific tips for summer
weather.
In addition, consider using advertisements and information posted
in customer service areas to educate retail customers about the
availability of Home Energy Audits, Equal Payment Plans, Budget
Billing and other payment options to assist customers in controlling
their energy costs. ElectriCities staff can provide assistance in
developing these materials.

Plan
A new bill insert is available to member cities to help communicate
the effects of hot weather on electric bills. The bill insert alerts
customers to the connections between hot temperatures, high usage

The hurricane preparedness bill insert alerts customers to the hurricane

General Energy Conservation Plan for NCEMPA Member Cities
A new bill insert is available to member cities to help communicate
the recent rate increase due to the increased cost of natural gas.
The bill insert can be customized to each city individually, and
will be provided to cities camera or print-ready, for placement
in the local newspaper or printing of bill inserts.

General Energy Conservation Plan for NCMPA1 Member Cities and
Non-Power Agency Cities
As you know, energy costs nationwide are expected to increase this
winter as a result of the increasing costs of fossil fuels, transportation
and damage in the Gulf Region. In the east, NCEMPA member cities
are facing increased costs for electric customers. In response,
we have created a plan with bill inserts and advertisements to assist
with customer communication. Although NCMPA1 member cities will
not see a wholesale rate increase due to these factors, now is a
good time to deliver an energy-conservation message to your customers.

Storm and Emergency Communications Plan
The Emergency and Storm Communications Plan was created to assign
responsibilities to personnel, set realistic goals for the media
and develop guidelines to provide communications to all critical
audiences during power outages. The plan is intended for use during
outages due to severe weather and other widespread outages due to
non-weather emergencies.
